The car is a 348 TB 1990. only done 10,000 miles.

I'm not that familiar with "Bosch Motronic" (nor want to be ), but generally these (with O2 sensor) injection systems have some way of running open-loop when cold (analagous to a "no feedback" K-Jet) and then run closed-loop around the O2 sensor output when the temps (water/exhaust) come up. Running well cold (open-loop) is not a bad sign as this says most of the major components are quasi-healthy. I know it's not much specific help, but you either have some flaw (sensor/wiring connection) goobering up an input signal to the ECU(s), or the ECU(s) is toast, or the thing(s)/wiring on the output side that the ECU(s) is trying to control have a problem. Try an internet search on "Bosch Motronic" to see if you can find information on its open-loop vs closed-loop operation -- just a thought...

Now and then I had a similar problem after cleaning the connectors on the power modules and the spark plugs the problem never occurred again.

Its basically a few minutes after start-up from cold. The engine starts to surge up and down (fast and slow idle) and eventaully its once to cut out altogether. Any ideas.

Do you mean 5 minutes after every start-up or 5 minutes after cold start-up? If from cold start-up, there has to be some transition in the injection control system from cold to not cold operation.
