Hi Bruce,
Nice talking to you too. Ferrari of Atlanta did the PPI. They did do a compression test which they said was perfect. Only thing they found was a cooling fan that wasnt working. A company recommended by FoA called Lamance Transport is transporting.They are small and will take only one or two cars at a time so no moving in and out and they will bring it directly to my door in an enclosed trailer with no other stops.

Well, I am officially the new owner of said Boxer. It came through with flying color from PPI at FoA. Thanks for all the info, i think i will go with the collector car scenario since I dont think I will drive it more than 3k a year. I should have the car this Friday. I am crazy excited to be part of the Ferrari community. P.S. anyone know where I can get an original radio and equalizer they got lost in the shuffle. May also need original wheels and steering wheel. Thanks again

Charles, NJ has a "collector car" registration process that limits you to 3000 miles a year with NO INSPECTION except for mileage. It's intended for cars that are not regularly driven except to shows and the occaisional sunny Sunday. It requires proof of collector car insurance which may be pretty restrictive.

found searching at the NJ DMV site:
"Collector cars are driven less than 3,000 miles a year, have special limited insurance, and are exempt from inspection. Owners of collector cars may go to any inspection station for odometer verification, required every two years."

You can't always trust the DOT/EPA paperwork from the seller. There are a lot of fake ones out there. Richard Merritt at the DOT in Washington DC will tell you on the phone if the car was once DOT/EPA certified and if so will fax you a copy of the DOT and EPA certification letters. You should also check with Gerald Roush of the Ferrari Market Letter to confirm the mileage reported on the car over the years.

I'm just guessing but I would think with the emissions equipment removed it would be difficult. However having lived both in Atlanta and NJ I would do the following.

Metro Atlanta (Cobb. Fulton, etc.) requires emissions testing. On the way back from the PPI have the mechanic/owner stop by the station and have the test done. In metro Atlanta these tests are done at "certified" service stations unlike NJ where you have a state run facility. It only costs around $10 or did when I lived there. Find out what it reads for HC, CO, etc.

Do a little research and find out what NJ requires.

I would be straight with the owner and tell him your concern.

As a point of reference, I owned a carbed 308 without airpump in Atlanta and it would not pass.

I suspect an injected Boxer is a little cleaner but that NJ is a little tuffer and don't know how it will shake. My guess is that it will not pass NJ emissions.

A couple of other comments. I would ask that the EPA and DOT paperwork be part of the sale. You can get them seperately form the government but there is some work invovled. ALso if the owner gives it to you, it proves the car is in the US legally.

The paperwork shows very little about what was done to the car (at least mine for a carburated Boxer does). The carburated boxers had cats and air pumps to clean them up. I bet the injected ones did also.

Richard (software will not let me say Dic*) Fritz at Amerispec and Richard (ditto software) Merritt at EPA are good people and can help you out. Do a search and you should come up with their contact information or maybe someone has their phone numbers handy.

The Tubis were put on recently, it did not have it at the time of certification. The owner did not have the original exhaust system. The car has 13000 documented miles. It sat for 15 years in a temp controlled garage. It was then sold the person who bought it had an engine out fulll service plus new shocks etc bill to the tune of $25,000 when done. This was done 2 years ago, car has 3000 miles since service. The person I am buying from bought it on ebay to resell. He is making a nice profit, I dont care because both previous owners are Ferrari people and told me it is one of the best cars in the country. I am still having a PPI done at Ferrari of Atlanta. I dont actually own the car yet. It is pending the inspection. The ebay item number was 2433089457, I dont know if it can still be seen. I have it in my favorites so I can bring it up. If anyone likes email me and I can forward link. Some help on the emissions issue would be appreciated.

Would be interesting to know what emissions equipment was on as it recieved it's initial import certification (i.e. was there originally a cat). Tubis were not around back then.....
Would check the DOT/EPA paperwork.

I was wondering if anyone knows if my new Boxer will pass inspection with a complete Tubi exhaust(headers to tips, no cats). If not, what to do?
