The best way to do it is legalize gambling all together. Then the people could take away customers from the reservations and the state would get revenue from those casinos.

Well, you are correct in the fact that I am not well versed on the issue. I do know, however, that if the casinos can be taxed, whether it be traditional taxing or "contributions" the state coffers, it could offer serious help to a state in need of revenue.

Nebula, sure, the US government could do those things. But they won't. It also seems you are unclear on the facts.

No state "taxes" profits made on Indian land. States have compacts with the tribes to receive money as either a percentage of revenue or based on the number of machines. California has the second agreement as designed in the Indian Gaming Regulatory Act of 1998. This brings in only $150mil a year and yes, that is less than what tribes in other states pay. (so you are mistaken that "all states tax except california for two reasons: 1) no state taxes indian gaming and 2) california receives money the same way other states do, just less of it).

Arnold can try to change it. I doubt he will succeed.

Rich - here is what CAN be done legally.

The US Govt could position passport check-point at the entrance to each tribal nation. The US govt could build a wall around each tribal nation and impede the flow of US citizens into the nations by use of a checkpoint.

The US govt could do a whole lot to the tribal nations if the US govt wanted to. Another example, the US govt could force all members of a tribal nation to apply for dual citizenship before they are allowed into the US gov land.

Every state taxes it's indian casinos except california. The only reason why cali does not tax them is because Gray and Bustamante got paid BIG MONEY to keep a tax from being created.


Yes, they are a sovereign land, but if they want to play hard ball, then they are likely to lose.

Ok, I realize the bleeding heart arguments will go nowhere here so let's stick to what can legally be done.

Terry, legally the Indians do not "have the same responsibilities as you and me". While they are indeed U.S. Citizens, they are such as citizens of independent nations.
Article 1, Section 8 of the Constitution of the United States spells it out but tribes possess "nationhood" status. Since this system is a federal one, Tribal governments are not subordinate to state governments. The relatioship between them is one of government to government. I don't believe there is anyway California can tax revenue from Indian Casinos. California has no authority over the Tribes. California can petition the federal government to step in and enforce certain regulations, for example some states have asked the feds to stop tribes from selling tax free tobacco and the government has done so in some cases, but the federal government isn't going to allow california to tax the tribes on revenue from gaming casinos.

California can attempt to renegotiate with the tribes but the tribes can always say no. And their success pretty much proves that the people of California have decided Indian gaming is something they want.

If the people of california decide that 20% of indian gaming revenue should go to the state of california then they can take $20 out of each hundred they were going to gamble away at the casino and send it to Arnold instead, ha!

art you are really showing some true (and disappointing) colors now. you are going to fund a recall initiative right after 60pct of the voters voted for the republican candidates? don't you get it - the people want a change of direction. doesn't matter whether its rep or dem, read the numbers and get real.

as for the budget balancing, well that is a difficult one. however, indian gaming is gonna get belted. the other thing that is going to get severely deflated is the govt employee list. then he is probably going to sock it to every film company in existence since they are not going anywhere. then he is going to try and grow some business back in the state. whole process will take a few years - you don't turn a supertanker around on a dime.

Rick... you are incorrect.

The Indians ANCESTORS had their land taken away. The Indians ANCESTORS were given strange new diseases and died off by the thousands. Yours and my ANCESTORS may or may not have contributed to this.

This is in the same catagory with slavery reparations. Im all for paying slavery reparations and Im totally in support of paying reparations and/or giving tax breaks to Indians victimized by "manifest destiny". There is only one problem. All the victims are dead and have been for more than 50 years.

The Indians living today did not suffer this. They were born US citizens just like you or me. They have the same choices, freedoms and responsibilities as you and me. I see no reason they should be excempt from taxation.

Politics that offers tax exemptions or other monetary gains based on their race and/or ancestorial background is pure liberal vote buying at its best.

Rich- the indidans will still get their cut. It will just hurt the bottom line for the few fat-cat Executives that run the casinos and are swimming in more money then people can imagine.

seems once a indian tribe signs their name away to a big Los Vegas Casino operator, the Indians sit back and get a nice check each month, while the Casino operator gets real rich at the expense of the CA tax payers.

Or should we triple the car tax?

Rich - Tax the fabulously wealthy Indian Casinos. That'll bring in a ton of revenue. Hasn't happened before because they Indians kept paying off the Gov and Lt Gov. Not the case with Arnold.

California is in no worse shape than the nation as a whole. We had surplusses in the clinton years and deficits now. So does the country. Despite claims that companies are fleeing California, we've lost jobs in california at below the national average.

Referendums dictate that the governor cannot cut 70% of the $70bn budget. In other words, this is stuff the citizens want. Also, if he tries to cut health and welfare, he will lose matching funds from the federal government (not to mention crime will go up and crazy people will be roaming the streets).

Where the hell is he going to balance the budget? Arnold is screwed. I feel sorry for guy, kind of. Raising property taxes is the best way to do it and maybe Arnold has the capability to convince people that it just needs to be done.

Arnold is bright, but as usual we are looking for something from nothing, i.e., a free ride. You can't cut taxes (vehicle registration fees) maintain schools, protect the environment, etc. That isn't going to happen. time will tell on this regard, but I'm going to put a little money into a recall to see where it leaves.

I believe you, the guy isn't dumb.

I have no idea what his exact political ideas are, nor on which wing he is, so I won't judge on that.

I DO know that, through our media, we Eurotrash always believed that California was the epitome of American life.
This has been somewhat torn down (again by the media) showing us what bad state the state is in and that it DOES need a good kick in the behind to get it back on track again.

arnold is much more than a body builder....just listen to one of his interviews from a few years ago. he is a very intelligent guy who has taken up every opportunity offered to him and made it work. we'll see what happens in california. i am optimistic. and i wish we had some more like him for a few more states that need shaking up - democratic as well as republican.

Watching the feedback of the Davis-die-hards on the news, reminds me of when the Kremlin fell, the communists hardliners were out protesing, "Komrade, the fact that we out speaking without being imprisoned if proof of the evil among us has taken its toll!"

I know the Davis camp was looking forward to raising taxes on a few more things and adding some, giving away social freebee's to anyone with two legs to walk through the door and hand out plam up stretched out... but... it looks as though a majority of the people out there didn't want that sort of future.
