Byron and Dom, thanks for the offer to help put my car back together. I may take you up on it, but not for a while! I'm expecting my project will be 2 to 3 years. Right now the body shell is sitting on the frame on a dolly waiting for the body man to get back from vacation. When he does it will go to him for minor repairs and a good coat of primer. Then back to the house so I can fabricate a few things I want to upgrade. Then back to him for paint then back to me for assembly. So, with work, wife and life's other things, it might take a few years! And of course who has that kind of $$ just laying around? Not me!
I'll let you know the progress when I make some! I'll stay in touch...

Well, I finally got my way! I had the lady at work take the paperwork to the DMV yesterday and asked for a title transfer. Not a registration but just the transfer of ownership on the title. Well from what she told me, it took about 5 different DMV workers to finally get the supervisor involved so she could over ride the system to allow the issuance of a title without a registration. About an hour later she was done and I have in hand a title to MY car in MY name! The car is also on a PNO which is what I wanted.
So, in the end, I have what I wanted and can now say I "own" a F car! Thanks for everyone's input.

Thanks for the tip. I'll hang onto it as I might need it. Although I think I may have made some progress today. I work for a car company (Honda) and asked the lady that takes care of all the company cars if she knew someone to call and get the straight poop on my situation. Of course she did! She called someone up in Sacramento and was told I can do a "title transfer only". That would get me a title in my name but no registration. Big whup! That's what I want! I don't need a registration 'cause the car will be apart for at least another 2 years so I wouldn't be driving it.
The lady will be taking my paperwork to the local DMV and try to take care of it on Tuesday. She will be bringing the phone # of her contact up north if she needs it. I hope like hell we can get this done so I can concentrate on more important things like spending $$ on parts!

Where are you located?, I have a company that I use in Tarzana for all of my paperwork, I am a CA dealer (just for a hobby and to save $$$ on registration)

They are very knowlegable and helpful. I beleive it is called California Alternative Registration, It is on Ventura Blvd., just West of Tampa on the North side of the street. If you need the phone number, just email me and and I will get it for you on monday when I am in my office.

Been there, done that! When I was into building street rods I would have to prove to the DMV that the car and VIN did in fact exist. Instead of bringing the car to the DMV I had a police officer verify and sign the form then brought the signed form to either the DMV or AAA. . I never had a problem with those cars.
That's what's so weird about my current situation. The car is in their system and they have my $$. All I want is a title and a PNO! I'm getting more pissed the more I think about it. There has to be someone that I can get to!

I brought my car in from Europe, there was no trace of it in the CA DMV system. While it was old enough not to need smog, they did want to verify the VIN real bad.... My car was not in pieces, but I needed to go through the brakes since the car sat for a while. It was not driveable. The DMV website said that I can make an appointment with a CHP officer to verify the VIN (he will come to me), or the AAA can do it. Both of them refused to perform this service. I eventually had to get the car on the trailer and take it to the DMV. After long arguments that the car was indeed a 63 (had to provide docuemntation from Ferrari !), and that 4823 GT was a valid VIN format, I was able to register the car, albeit not with the 63 plates I found on E-bay (another long story of beauracratic idiocy).
Here is the car on the trailer with the $19.99 U-Haul set up. You, too, could bring them the pieces. "Here....smog this !"

Perhaps try again on another day with a different person. Sometimes, if you find the right person you get lucky.

Tell them you want a PNO - Planned Non Operation.

It'll cost you $5, and you won't be allowed to operate the vehicle on the street. When you finish the restoration, go back and change the PNO to regular operation status, and you'll pay the fees.

Ask for a refund on the registration and switch to PNO

Bart, luck? We're dealing with the DMV! Luck doesn't play a role, a miracle is more like it! The more I think about the situation the more I can't find a reason why they wouldn't issue me a title and a non-op registration.

Dom, That's what I'm asking for, the title in my name and a non operational registration. Seems like the normal thing to do when you buy a car that requires restoration and won't be on the road for a few years.

I first went to the AAA and they told me they couldn't help me because the car wasn't registered for the past 9 years, that only the DMV could help. (Even though the car was still in the DMV system.) So, off to the DMV I went so I can give them my money and get squat!

Anyone know of any independent California DMV registration service company out there that might be able to help?

Isn't there an option to keep a non-running auto in CA? If so, I imagine a smog test would not be required.

Did you got to the DMV? My suggestion, if you have AAA, is to register it through the AAA office, they are much nicer.

I bought a 308 about 9 months ago that was not registered for the past 9 years. When I went to the friendly DMV office to transfer ownership to my name I was told I needed to do the following: pay the past due registration fees, sales tax on the purchase price and all would be fine. So, I laid down about $1,500 expecting to walk out of there with the car in my name. What the hell was I thinking! After they got my money they then told me they couldn't transfer ownership until I obtained a smog certificate. I told them the car was apart for restoration and was in a thousand pieces so I couldn't get it smogged. Their response; fine, no title transfer until you get it together and get it smogged!
So they have my $$, the computer has the transfer pending and I have no way of getting the car into my name!
What the hell am I suppose to do? Anyone have any ideas?
Help!!
