Dave, if an unethical person wanted to do activate the optical (strobe light) system, all he would need to do is to have a law enforcement buddy use his/her stationery to order a "test light", which is basically a standard, lead-acid battery-operated, large handheld spotlight modified to emit the proper strobe pattern at the push of a button, and then keep said spotlight tucked behind the front passenger seat.

But that would be wrong.

Dave - see the link I posted (below) about the strobe lights... there used to be a more detailed schematic, I think, but this was from a quick Google search.

The early types of these system (and still used in some municipalities) uses a white strobe light on the emergency vehicle, and the reciever responds to the flashes. They have been around for around 25 years. I remember in college, guys experimenting with fast strobes to see if they could "trick" the lights to respond...and they did! Only problem, is that you are quite obvious to "law enforcement" as to what you are up to, with the light flashing as you come to each intersection...A friend in the fire dept told me the cops had stopped a lot of kids one summer years ago, who where all using strobes to fool the signal lights...after confiscating several of the gizmos, they kids gave up and moved back to blowing up mail boxes....

I didn't know the technology had advanced to using IR, but makes sense, since the bright white strobe can be very distracting to oncoming drivers.
