Mitchell,

Thank you for the correction on the exemption years. But the car needs to pass the current years test. Not the test the car was build in/for.

In california, any car that is 1973 or earlier is exempt from smog testing, and the need for a smog certificate before the car can be registered in California.

Any Grey market car 1974 and later must be converted to DOT and Smog specs. Meaning you have to have the right smog equipment installed for that car, for that year, and you have to pass the sniff test for similar cars of that year.

Any US but non-california car 1974 and later must have federal smog equipment installed and pass the sniff test. If you can no longer find the smog equipment (verified by a state run parts-locator service) you will be issued a Parts Exemption letter (to be used within 90 days) and you must take your car to a Referee to have him pass you (taking into account the fact that you don not have certain parts installed). That does not mean he will pass your car if it is not running right, not well tuned, misfiring, and other "fixable" conditions. You will have to fix those, and the sky is your limit. No spending $ amount ceiling.

Regardless of exempt status or not, you cannot remove any type of smog equiptment that came on a car per the imperial federal government. So, even if your car is smog test exempt, if the federalis find out you removed some type of smog equiptment you are subject to fines and criminal sanctions.

Gene, if you were to find a 400 and want it to pass smog, I don't think it would be too difficult to mock-up an entire exhaust system (well, from the headers back) with cats for testing purposes. Seeing as it would need testing once a year, you could have it made out of conventional steel exhaust tubing (would be inexpensive and would last for many test sessions). Two-way cats should be used for a carb car, they are common and cheap.

When you get back home from testing, install the original and be on your merry way.

In California, cars build pre 1972 are exempt. Any cars after MUST has the smog equipment. If you car does not have it, the it needs to be purchased, regardless of price. I just went through this last month. The only way to get an exemption is to show proof that the equipment no longer exists which is impossible. Most dealers will no even sell a 400 series in California because of the smog laws

has anyone asked for smog exemption?

what does it take to ask for one?

what's the process for smog exempt?

reason behind questions:
seems like 400's didn't come with catalytic
converters and I'd like one to be registerable
in California.
