Hello Ben,
Regarding Mini's, let me go over the good news before I cover the not so good news.
First of all we know that the Mini is on its way over to the US, some time in the near future, that is the good news. This means the Euro spec. car is eventually importable. As to when it is DOT released and legal to drive, that is another subject all together(See DOT comments below).

The not so good news would be that the cost to convert such a car could most certainly wind up making the cost of the car+transportation/shipping insurance+customs duty fees+conversion costs = equal to an amount greater than the retail price of the car over here.
Furthermore DOT is not likely to allow you to use the car until it gives the manufacture the green light to sell the car in the US first. Sometimes those approval come ahead of the cars arrival for sale in the US and sometimes there are 100's or 1000's of cars waiting at the shipping docs for such an approval. Prior to DOT petition approval(which is what we would be seeking in this instance), DOT looks for comment and guidance from the manufacturer as to the similarities of the Euro Spec cars Vs. the Ameri Spec cars.
But if being the "first on the block" to have this beauty is of interest, you still can't even be sure of that, with the DOT petition situation as it is, and will continue to be for the near future. So my guess is that you might be better off waiting, now if you were going to bring in 100 cars that would be worth some serious study.

Now with regards to the Skyline cars, we are already involve with these cars and they are available and compliant with DOT and EPA standards, just let me know if you would like more info regarding these cars.

Ok any word on bringing over one of those new Mini's? They went on sale in the UK as of 7/7/01.
Or a Skyline?
