Adrian...I use a utility that came with Windows (I think) called PHOTOED. This application allows you to open the image and then resize it (I usually resize the images to 600 x 450) and then save the resized image with a new name (so as to preserve the original). Try doing a "find files" search on your computer's drive where Windows is installed. I just did a quick search on my C: drive for photoed*.* and it found the .exe file in a couple of locations. Double click on one of these photoed.exe's and it should launch the program. You can also associate files of type (i.e., .jpeg, etc.) to be opened automatically by PHOTED by default if you wish.
