As a shadetree/backyard detailer, the two methods that I know of are as follows. They both work better if your using a high speed polisher. By hand, the results won't be as good but you will have some results.

If you wash your car once a month, constantly expose it to rain, sap, light scratching, and intense sunlight month after month (or in some cases, year after year), then option #2 below is for you :-)

1. Wash the car. Strip the wax and any polishes. Wash the car again. Use a clay bar to remove sediment and dirt washing will not. Compound the light scratches and swirls out. Use a paint clensing product to remove oxidation and moisturize the paint. Use a high quality glaze (a pure polish) and follow up with a premium wax or synthetic and allow to cure. Follow up with another layer of wax or synthetic.

2. If oxidation and fading is really bad where this doesn't help at all, there are still paint stains that you can't remove, then you might have to wet sand. Its a garden hose without nozzle attachment turned on with fine sand paper and **definitely best left to the pros**. It takes off a very fine layer of paint and I don't think this is recommended for lacquer finishes (usually 80's and older cars have this if I'm not mistaken). They wash, wet sand, buff with a polish, apply a layer of clearcoat, and continue with glaze and wax or synthetic polish for the final layer using a high speed polisher.

All this stuff can be done with paint safe products, except the wet sanding naturally, which can only be accomplished once or twice in the paints lifetime.

Any tips on how to fresh up slightly dulled paint?

Any tips on how to get rid of a lot of stone chips?

My 'old' daily driver has been through a lot of beatings, esp. with the snow we had this year in Maryland (long story short I was driving...couldn't make it the garage :-() and some really 'odd' situations on the highway (why the F* was there a random patch of rocks? Why the F* did the guy spray me ?!?!) Its also too damn long to park in a normal parking spot with out some reject hit and run scraping the my side of my bumper (3x now, twice I fixed it so teh Parking Distance Control would work again, well its shot again....)

Mind you it was my first car and I wholeheartily intend on keeping it my entire life (How cool would it be to show to the kids?), so this type of 'stuff' this saddens me.

Any tips/help?

Any bodyshop you would recomend near/in North east PA? I would be willing to drive her withing 75 or so miles, provided the work is excelent; and be willing to spend up to $2500 (which I think is reasonable..not to excessive)
