Take a look at books4cars.com I'm pretty sure they have at least one set in stock (originals). You can get photocopies through www.Italiancarparts.com , which is where I got mine.

Look at the bottom, "Text: (Italian - English - German - French)"

Don't know if this is the same as a tech manual... Couldn't find anything that said Tech Manual.

Try eBay. There are a few 348 owners manuals and parts books on there right now.
