Yes, My TR does that. It's the sending unit, either clean it or replace it.

Mine completely died and with a good cleaning, it's all smooth again.

Check the sending unit on top of the tranny case (passenger's side, right beside the diff. case). In my case, the connection was severly dirty with grime. A good cleaning and its worked flawlessly since.

I have a 78 308 and the speedo cuts out from time to time. Restarting the car helps sometime and other times it just starts working. I suspect a loose wire or something similar. Any Suggestions?
