steering wheel lock position

replacing the Steering Rack Im finding the two track rods are not equal lengths when the Steering wheel is centred...although Im now not sure just where centre is having messed around rather too much .....as a starting point would somebody please tell me where the top spoke of the wheel should be when the steering lock snaps in....
