That is for the anti-hop device. There is one on Ebay for a silly price. T-Rutlands may have one as that is where I got one years ago and they had more than a few at the time. I would test the one you have first if possible. I think if it was disconnected the ignition would still work as many of the anti-pollution devices were removed over the years.
