Ok, this term is all over the place, just what exactly defines a Resto Mod vs just updating an older car with better suspension, brakes, and a little motor tweaking? I'm looking at doing some mods to a 64 Vette, so what would make it an updated 64 Vette vs a Resto Mod.?

Yes, the description is broad indeed.

Basically, a full restoration that includes modernization e.g. A/C, brakes, motor (any variations thereof to include late model examples), trans, wheels, tires, interior, etc...

But what usually stays the same is the external appearance. In other words, as close to original as possible (except wheels and tires). Body mods and/or custom paint jobs could classify the vehicle as "other than a resto-mod".

Agree with Wade's comments and research. Also, let's not overlook the new law which provides for Continuation Cars:

New law paves way for more replica vintage cars

I would expect that 1963 Corvette split-window coupes will be an early offering.
