Make sense. I've been reading about the Aero L-39 and derivatives and golly there are a lot of them out there languishing in various hangers. Ukraine alone had ~900 at one point. At ~$200K to acquire it doesn't tax the imagination to suppose you could provide flight training, drills, wargame/simulations etc for a tiny fraction of what a 'sovereign' partner would cost. (looks like one of the firms they discuss uses L-159)
