These pix are of how the press fits into place on the existing studs that hold the water outlet in place......Do realize this is with the impeller already in place!! I'm not dismantling the assembly to demonstrate how the brass fixture mates to the seal, but it gives you an idea of how it mounts on the engine block and facilitates pressing the seal in perpendicular/square to the opening where it lives. Also this is "lously" mounted in the pix....I literally use calipers to check that both ends of the fixture are exactly matched, as far as distance, from the cross arm of the fixture and the seal opening surface on the housing/block.....OCD!! If anyone is interested in having one of their very own....I can sit back and figure what it might cost for me to make them.... Kerry, with a little modification, that tool might be a dual purpose one. With a different lower piece, and perhaps a 2nd set of holes (to match head studs) in the aluminum bar, it could also be used as a liner puller.
