My guess is they are referring to the BB in general as "European" because they weren't manufactured specifically for the US market? Amber lights are inboard...?
That's correct. Swapping the lights "passed" as a fix to avoid the fender side marker lights. Often done to Federalize the car.
The dash looks good (may be redone already?), the seats look average (may be aged appropriate considering the mileage). Most like likely will need an engine out service and also will need to convert the bumper to Euro specs, so additional 20-25k? and assuming the paint is ok and no other major issues, is it still a good deal?
Hard to tell the condition of this one from the pics. Interior is certainly showing wear and rear lights are reversed, which may be a red flag. Cannot tell condition of the paint from the pics. Many of these cars at this age also require the suspension to be rebuilt. Bumpers will not be cheap; I'd say you're closer to $30k once you factor in everything. Actual sales for good cars that I have seen are in the high $300ks to low $400ks, so still in the ballpark depending on condition of paint, etc. If this is driver condition, it is priced high.

Something seems not right with the rear: If the tail lights were swapped to get by the sidemarker problem, why are there rear sidemarkers on the federalized lower valance and bumpers? Rear impact bumper and non the front?
