In some countries, like the UK, you can't just pay $50 to the DMV and get a personalized plate with whatever you want on it. There are, however, somewhat random assortments of letters and numbers that can mean something...the closer they are to something interesting (like your initials or model of car) the price goes up. The owner can sell it on the open market and transfer the plate. I'm probably missing some details but you get the gist (hopefully).

Sorry forgot you guys are mostly state side ,to us in the UK it seems incredible you can put what you like on your cars ,over here it costs us ....a lot !
England is a country...plates are assigned to the Owner, not the vehicle as I understand it. In the USA the plates are issued by State, and many states have sublet the process to vendors. The Plate text is approved by submission, and then the plate is sold by a third party. Smaller states still do it themselves, it once was a major task of incarcerated prison inmates, stamping them out. I think that is rarely done these days, but still part of legend and lore.
I was cleaning garage recently, and found an old stack. I once had personalized plates for my TransAm, my Cadillac (1976 Eldorado at the time) and even my powerboat trailer! Each one cost $40 extra, in addition to the Road Use fee, per year....I made too much, back then obviously....
I was in UK in Oct 2015 for a family wedding. While there, my cousin sold his license plate SINGH or 5INGH (forget which) to a guy for his new rolls Royce for $100,000 pounds. Yes there is a market in UK for this.
