Why did Germany settle out of court is a better question... $99 million just went into the German kitty and $1m for children's charity. Seems the German state has their priorities mixed up. You only settle if you just want the money and your case was a bit shaky. Better to get some money than zero. I'm no Bernie defender but when it ends up in "just money", you have to wonder what the real motivation was.
The tax payers get 100 millions, which is fantastic. All the people laughing at the German justice system seem to ignore that. Locking up Bernie would bring zero money in fact they would have to pay for his jail cell. Smart move by the authorities

Nah. UBS has just made a deal with German tax authorities to pay 300 million. After Credit Suisse paid 150 millions. Happens all the time. In these big cases it is much more practical and economic for all parties to settle than lengthy dirty trials with unsure outcomes.

How could you possibly build a circuit for that money? Austin cost 3 times as much and land in Bavaria ain't cheap.
Facilities are what makes stuff expensive. The entire Ascari resort, including track and the building was 50 million to build. IMO I think some facilities are much more to build because the builder chargers what he can when it's funded by some government.
