84 Horn Issues

I've got a problem with the horn blowing any time the wheel is moved. It started upon disassembly of the column to get to the headlight switch. It occurs with or without the button connected. My suspicions are that it has something to do with the thin ring that goes in the larger plastic part. It looks like some sort of bushing, but I suspect it is part of the ground return for the horn circuit. Right now I have the horn relay pulled, but would like to fix the horn. Any ideas?
