Welcome! I know of this one, get a PPI they will come up with X cost to fix as well as other issues. Subtract from 16K make the offer - I would buy at 12K seeing the Craig's List Ad alone.
Then you know the drill... condition, condition, condition Very nice QV cabs can be acquired for around $30k, with or without a recent major. Cal smog issues tell me that the car has been neglected... Otherwise, with the one you mentioned, it's difficult to give a accurate opinion/assessment. However, figure the $16,500 plus (and I'm guessing) a new top, full service (including an emissions fix ), new tires (plus wheels i.e. TRX?), refreshen the interior, etc. then you're probably over the $30k mark. Without a PPI/Full Inspection - you have to assume the worst... Rust, Major Issue(s), etc Just err on the side of caution. Either way - you should low-ball if you plan on buying without a full check. Just my .02 Good Luck!
Is this the car on Craigs list some place in CA? Red/Tan with pretty dingy engine bay? If so I'm slightly interested too if anyone knows the car personally. I sent an email to the seller and got a fairly off the wall response and his CL ad was a little wierd too. For someone who knows 308's/mondi's engnie and drive train I think despite the way the car is listed it's worth a try to shine up and keep on the road. I was going to offer the guy $15K but I'd really prefer a black one and seller does not evoke the kind of confidence I'd like to see doing a cross country deal even for $15K
Seems like they are all $30k to $35k cars.....eventually Like the old Fram oil filter commercials: "pay me now or pay me later"
RE Smog Issues Check if Florida requires a sniffer test for emissions. In some states they only require a visual showing the stuff is in place on cars this old. And what inspector would even necessaritly know what is supposed to be there. Assuming it is a US spec car it should have all the stuff installed. Or you could add an air pump and a couple of cheap cats (perhaps). Also, the car has almost certainly been seen in person by people in California and they passed it up at this price. Perhaps you could ask him to record a start, drive and stop on his phone? I bought a really good 1988 Lincoln Mark VII and had the guy start it up while I talked to him on the phone.

" Why I find it interesting is it lauds the 400 series cars as resurging...even the GT4 is seeing a comeback (if you can find one well sorted)

Does an stock 85 Mondial normally have emission problems in CA if it's not a CA car originally? Or do you mean it has an maintenance issue that is making it fail smog? I'm not familiar with CA smog but just curious when cars started to become 50 state compliant? I remember at some point CA cars came with CA emissions. Is that 70's and later or 80's, 90's, etc? I saw on Chasing Classic cars a mint Mas that failed CA Smog but it was a 70's car. Bora I think.
My mechanic said he could sell my car tomorrow for 40 (to any of several people who asked). I guess they are creeping a bit. I don't want to have a 100k car, but the days of 10k mondial beaters are getting slimmer.
