Like all of us, I have an on going one way relationship with the electrics in our awesome cars....I have been taught how to use a test light, my question is, should I have the car running or turned 'on' too test all fuses and relays? or will it electrocute me?....

The circuit you're wanting to test must be on for the test light to work.

It's 12 volts so you are safe unless like me you test with your tongue.
The HT leads from the coils are the only high voltage output on the car.

You mean you don't lick the early morning dew off of your Ferrari? Real devotees and enthusiast's do.....I've seen some outtakes of J Leno doing it...
