I have just finished putting my engine back together after having had a cam drive gear bearing failure.
All went well and the engine started up and ran fine but I noticed I had an large oil leak which turned out that I had not gotten one of the fittings into the oilcooler straight. Lots of oil came out.
Fixed that without much difficulty, but now the car won't start. Testing shows me that there is no spark going to the plugs. I have cleaned everything and checked wire continuity with a meter and have found nothing wrong.
I am beginning to believe that the ECU is bad but would like to know for sure.
Can anyone tell me an good and or easy way to test one before I have to lay out major money just to swap it out to test?

The electrical plugs/ wiring is fragile in the 328 and it is my guess that a connector got moved and became loose and is not making a connection. I have had that trouble with the coil wires in my 328.
Another problem is the ground in the Microplex. There have been threads about running additional ground wires to the Microplex.
You may also want to try running another ground to the coil bracket.

There is a good troubleshooting write-up in the 328 tech manual. If you go thru it step by step you can probably isolate the fault.

the manuls can be found here. Look in the electrical section.

Before condemning the ignition ECU, do some checks on the RPM and TDC flywheel sensors:

Test #1 - When unplugged, each should measure ~700 Ohms between the two terminals of their respective connectors.

Test #2 - When plugged in and the starter motor is cranking (even though the engine doesn't start), you should detect an AC voltage between the two terminals of their respective connectors -- should be ~5 VAC at the RPM connector and something less at the TDC connector, but not 0 VAC (of course, you can't touch the terminals with your multimeter when plugged in so you need to use some jumper wires to connect it electrically and give yourself someplace to measure).

These jpegs are for a TR (so ignore the ignition ECU pin numbers and color descriptions) which use the same RPM and TDC sensors, and are what you would/should see on an oscilloscope for Test #2:
