So long it passes emissions, in most countries it's fine. In some EU countries to be perfectly legal you need to go additional testing but except for Belgium, different engines are ok. Even in super strict NL it's possible. USA I'm sure it's impossible in California but other states are more lenient.
It could be registered in the UK after passing an SVA and given its basically a 458 it should sail through as all the required parts are readily available. If the owner could prove to the satisfaction of dvla that it is over 10 years old it would not even need one of those, just a standard MOT and NOVA form to prove duties had been paid. It is not about being road legal anyway, its a curio to add to a collection, otherwise its just a lashed up 458 with a v12 fitted.
