Sounds like you're referring to an "animated" gif (one that moves). Resizing an animated gif is a little more complex (each frame in the gif needs to be resized).

I have a gif that i want touse for my AOL buddy icon. the only problem is it;s too big. If i try to shrink it, it doesnt move anymore. what should i do?
