With Monaco being tapped out land wise, I've read rumours of constructing islands in the sea to futher growth. Any truth to this?

Yes, I live to Fontvieille (before it was the sea !) the new project was voted in last July, 300.000 square meters gained on the sea. It will be an artificial land above the sea. Excellent photos, Gilles! For those unfamiliar with MC, I believe the first shot shows the view as you approach the heliport (located in Fontvielle, Monaco, just across the border- such as it is- from Cap d"Ail, France) by air- I often take the 'copter from L'Aeroport Nice-Cote d'Azur to MC when I go for the GP, and the view on a clear day is gorgeous! The second and third shots seem to show the Fontvielle neighborhood from atop the Rocher, which gives you a great perspective on that part of the Principality.
