    Judging by the last pic, it looks to be for sale at a dealership.

    Its definitely an out-of-state too since it does not have an inspection or registration sticker on the windshield.

    since its an '84 yes, but if it was earlier, absence of either reg or inspection sticker doesn't automatically make it non-TX registered, it could have been in the antique class.
