I think it is a horribly failed attempt to copy what McLaren did on there car. HORRIBLE LOOKING CAR, HORRIBLE PERFORMING CAR, they went down hill once they announced there tree-hugging car.
They went down hill once they got rid of Geoff Willis and brought on someone that was never a true Technical Director/F1 Car designer. Arrogance of Toyota and Honda in designing cars. They should stick to the Motors.

From the very little I know about F1 car design, it looks like these Elephant ears would create lift. They resemble the the shape of an airplane wing, which creates lift. Maybe they are trying to fly to the finish line.

Yeah. Every season there is at least one crazy new aero development from some team, but we already have had two only 3 races into the season. I would love the see the walrus/platypus nose from Williams again. I kind of liked it in person, actually. Yeah that was pretty stupid. I understand there being some limits, but if BMW wanted to keep them, the FIA should have just let them. No big deal.
These are not there to create downforce themselves. They're there to guide the air over the top of the car, clean it up as it travels toward the rear wing. If you're able to do that then you increase the effectiveness of the rear wing and that helps increase its downforce.
