This was only the pre-production model. It stood at the VW dealers in Berlin for a long time before the first Veyrons hit the road. I'm guessing the wheels only appeared on this single car.

No, AFAIK the son of the Sheikh of Ajman, UAE. I saw him personally drive off in that. He looked no older than 20-22
Unfortunately I love those, give the car a much sportier look. I think OZ is responsible for the production Veyron wheels, so I'd suspect they're behind these too.
He also had a same colour themed Mansory Flying Spur! And If I'm not mistaken a few other gems belong to him too.
