    Lview pro is good. Photoshop. Imagine Resizer. There are any programs out there that will do it. You can probably even find webpages that will do it. Another option is something like Google's Picasa program (free). I'm sure it will do it.

    In MS Paint (Start menu > All Programs > Accessories > Paint), go to the Image menu, select Stretch/Skew, lower the stretch percentages (must match or else it will look distorted), and save the new image as something else (to keep the original).

    I use the GIMP. its an Open Source equivalent to Photoshop.
