    the last 5 digits of the license plate (??) that is visible in the reflection says "ostov". Maybe a custom plate or the name of a city? Could be Rostov na Donu (in Russia, pretty big city). The word on the building in the background is pronounced like "Cook nee". I dont recognize that word in Russian but it's maybe a store name.

    Its definitely in Russia though - no doubt.
