What's the deal with the city of Tempe?

    I received a fine notice in the mail 3 weeks ago ($300 and I paid immediately) stating that my pool is green and to get it taken care of.
    So, I called the property mgr (if that's what they call them, they don't really do anything) to get it taken care of.
    The pool company said it will take one week to get out there and take care of it.
    Well, apparently it rained for part of the week he was scheduled to make it out.
    I get another notice yesterday stating the fine is now $600 (in addition to the 300).
    The next notice will be sent 14 days from this one and the fine will be an additional $900 if the pool is not brought back to it's green state!
    WTF is going on in Tempe? Do city people just drive around looking in peoples back yards? I don't get it. I got a picture of the pool and it is not nearly as bad as the letter makes me want to believe.

    Is this a common occurrence? I am a bit flustered by all this.
    Does anyone know someone with the city that I can contact?

    Sorry to ramble, I am just a bit upset and annoyed at the same time.

    Can someone run a comp of props in 85283? The home is on Hermosa, I think it's time to move it out. Tired of the drama.
