    That doesn't appear to be a factory bracket. My car doesn't have that and there are no holes in that location.

    I'll have to go and check to confirm, but I think Jeff's right - looks aftermarket, maybe from some alarm system that was removed.

    It's the braket for an alarm siren (which has been removed, obviously).
