Right now I'm a big fan of the Amberton 2004 Cabernet Sauvignon. Whole Foods has had a special on it, normally $12, right now $5 a bottle!

Isn't that an annoying little dog? As to a palatable wine under $10, I've found most years of Rosemount Grenache-Shiraz blends to be fairly decent.

+1 Costco is a great place to buy wine. I believe they are the number one retailer of wine in the country. They sell a ton of juice cheap. I bought a bottle of the Luzon (mourvedre-syrah blend) in there for a mere $6.89 and it was very nice. My friend mentioned that there is 10-year old tempranillo over there right now for $7.99 that I will probably pick up today.
Ive been drinking rex goliath cab and liberty school cab with burgers lately. i like the liberty school a little better. Both around $10
Liberty is a very bold Cab, which I enjoy, and a great wine for the price. I first tasted it an N'Tini's and after the meal I walked right next door and picked up a few bottles to take home.
The 2 Buck Chuck is actually pretty good for what you pay for... I would say it's the best of the cheapest
It tastes like sawdust and turpentine. I can't drink it. It may be good for the college kids who want to get drunk, if they can drink enough of it before getting sick.
I would say it's the cheapest of the cheapest. The Costco suggestion is a pretty good one, if they have what you're looking for.

I found the liberty school receipt. It was $15. Saw it at a restaurant tonight at $23. They love to mark wine up, not as bad as the Ritz-Carlton charging $110 for a bottle of $8.00 Antinori Santa Christina.
