According to Richards it was because they had already agreed to use Mercedes motors. Max said it is Cossie or you're out. Richards wanted to keep his deal with Merc, so he was out.
Ah, yes, I'd forgotten about that. A change in the rules is needed to allow teams to use any engine they want to use as long as it complies with the regulations. Does Max have a financial interest in Cosworth, I wonder.

Is Cosworth actually mandated by the FIA or have they just excluded non-Cossie teams by "coincidence"?
I thought that the FIA (or at least Max) had stipulated that no manufacturer could supply more than three teams. At present Mercedes supply 3 teams, Cosworth are contracted to supply 3 teams, Ferrari, Renault and Toyota 2 each. BMW in their "termination interview" said they were not interested in being an engine supplier, Honda said the same last year. That means, unless there has been a change in the stated policy, that Sauber or any other entrant would have to go with Ferrari, Renault or Toyota, or the very unlikely option of a completely new engine supplier. The more interesting thing will be the engine choice with regards to the impending lawsuit - if they pick a Cosworth team, there will be lot more on which to base the lawsuit. Carol
A "spec" cossie was listed as a "cost savings" option, and FIA had proposed to let Cosworths exceed the RPM limit on other engines (because of how long they'd been away), so I'd guess that FIA wouldn't exactly be enforcing the rules against Cosworth. Selective enforcement is a common approach to tyranny. After the last couple of years, I think Max has a pretty good shot at the insanity defense.
