I always thought it was "hear hear" as a redundent shout out like a newspaper vendor might use. I recently saw a learned poster post "hear here" as in "hear it here". Which is it? Dunno. More importantly, "panty waist". Is that it? I think "panty waste" would be a much better insult. I can visualize "panty waste" (ick!) , but panty waist? Not quite sure on that.
