No reserve but starting at $209k. Already over priced in this market with those miles IMO

Excuse what may be a naive question but if there is no reserve why is there a starting bid?

It's basically a "disclosed" reserve. Seller will not accept bids below that price but vehicle is "on the market" once that opening bid is met!

So the phrase "no reserve" is meaningless?

Yes - it's equivalents are "Free", "New and Improved", and "Yes, they're real"

so, a regular 2009 F430 should be around $140k-$155k with 8,000 miles, then the 05 should be selling at $80k or less. Where are these cars?

My thoughts exactly ... there must be some database that tracks sale prices otherwise it's all just speculation ...

What was that car out the door? $330Kish? That's a nice $150K haircut or so in a year if it is now worth sub 200. Miles is a real killer.

I can't tell if this car has the US Carbon package. If not, MSRP is in the $270-280. If it does, then MSRP is in $290's.

There are. NADA, KBB, NAR, etc. all build databases from dealer-only auction sales. Private party sales prices and retail prices are extrapolated from there.
