    I imagine they can't determine which penalty to give, they need more information, so they can't make the penalty now. Penalty will go into effect for next race.

    Well, there have been lots of instances of two drivers racing in the pit lane... penalties for it seem relatively rare, but they have always been drive throughs. It seems they should only hold investigations in cases where info is not known... can't imagine why it would be the case here.
