    "From 2011, any driver whose best qualifying lap exceeds 107 per cent of the fastest Q1 qualifying time will not be allowed to take part in the race. Under exceptional circumstances, however, which may include setting a suitable lap time in a free practice session, the stewards may permit the car to start the race. Should there be more than one driver accepted in this manner, the grid order will be determined by the stewards."

    At first I thought this would be a problem for the new teams, but then I did the math and noticed they pretty much all are within the 107% rule.

    So I think this is just to make sure the new teams continue to develop the cars, rather than resting on their laurels now that they have a working F1 car.

    Going by the stats there would of been 7 cars with DNQ and 3 cars out in Malaysia. Of course the stewards can still rule to have a car just over in the race if they want(like they have in the past) or situations like Alonso(Monaco) not posting a time at all.

    Overall it's a good idea, if the new teams are going backwards they shouldn't be there.

    Makes sense to me. After all, it was because of my home boy the rule was scrapped :D
