Yes, and yes, The new Digital torque wrenches even measure torque angle, not just torqure values. Technology wins everytime.
I only recommend that which ever you chose, to periodically get it tested and calibrated. Depends on use, but even for home, use, every two or three years is not a bad idea.
I just had three Snap-On torque wrench's rebuilt and calibrated. It cost about $250. Lucky I've known the Snap-On guy for 25 years. He really gave me a big price break from the book rebuild prices. I basically got back new tools, and I bought them cheap off eBay. The three torque wrenches new run about $400-$800 each from Snap-On.
