I actually found that schedule on a site for a local Hispanic contractor association. They have since stopped posting the bid packages publicly on their site

I'm confused. $4M comes from the county and the other $21M comes from the state? So Tavo puts up the $4M for the county to get the $21 from the state? Do I have this right??? Seems likely Tavo et al know they have a problem getting the votes to get the county to pony up $4M. Not surprising in todays times. The real question at this point becomes,... how much money does the Tavo Group have left? Seems safe to bet they $4M... but do they need the $21M to keep going? One thing for sure, in a $200-400M project,... $21M wont last long.
The State matches local contributions at a ratio of 1:6.25. If they are getting $25MM from the State, that means Travis county would have to come up with $4MM to qualify for the full amount. Guess the promoters are going to pay this They can't use the money to build infrastructure. Only service debt, build temp facilities (like grandstands), and pay fees to a sanctioning body. So none of the State money is going to be used for construction. They have to wait till less than a year away from the event to apply for the $$, which from the schedule would put them applying for it next Thursday at the earliest.
