Jon, that was the impression I had when I first saw it as well. Those tailpipes look like it took some cues from a Cali. Took a peek at the rear, and found some ABT branding, so I think this has an ABT kit. Was wondering if the owner meant for it to look this way, or if he would eventually paint the bumper...
