We have been hired by a fortune 500 company to conduct a mkt project for them but most email solutions companies will not deal with us because we do not own the list eventhough we have been hired by the owner and the people are all opt-ins.

compound that with the fact that if you do it in house, but use an off premise supplier for email and internet, they'll shut you down too.

    The volume is the issue.

Now, if you want to take a run at it with a bulk supplier, try

    http://www.arialsoftware.com/

we use their off premise package, but I believe they also offer in house for bulk emailing.

OPT-in is the key. You need to be able to confirm that. If you get a **** load of bounces first time you email, or if a large number of your email addresses are to admin@ or sales@, you're gonna get bounced.

Possible to get your client to establish a relationship with one of the reputable services like ConstantContact, and then have them grant you access to the dashboard?

constant contact is very expensive for mailings that size, and VERY FUSSY and inflexible.

Not to mention that when you use them, you're giving them free advertising space on YOUR freaking email.

A friend of mine owns a company that handles bulk emailing and could probably help you out (PaypervisitEmail.com). If you're interested in speaking with him let me know and I'll put you in direct contact... he should be able to assist you with whatever canspam compliance you need to address.
