Yes. You can see the video presentations on that site. Or you can see similar videos on apple.com from a few years ago. It might be known as Vista 2.0, or it could be something cool. One thing is for sure, it will be a tech support nightmare and that keeps developers and supporters employed!

I have the dev version installed on one of my laptops. Its nice but definitely more of a touch interface than a mouse & keyboard one. It took me an hours or so to learn how to navigate the menus with my mouse but one I did I was flying. Overall it is very responsive and has a nice look. I'm looking into an acer windows tablet to test it on the way it feels like it should work.
MS spent tens upon tens of millions of dollars testing their Win95 UI in front of many testers and spent quite a few years working out the kinks before finalizing it. For W8, MS spent $8.94 on some guy on the internet and called it good after he said, "cool, dude." I know the thing isn't in beta yet, but good god, that UI is just awful.
