Looking to buy a 360 F1 that has a new clutch installed- but not been thru the diagnostic procedure SD2 or SD3. Is this important and what could happen if this not have been done?

Depends on what level of software the tcu has in it and if it's been driven since. If it hasn't been done correctly and they have just thrown a clutch in there to sell it, expect a bill for another clutch very soon.

What type tcu I am not sure. It has been driven, also by me. Is it then too late to "correct" what needs to be done?

Take it to someone who actually knows how the f1 system works and get them to take a look. My personal thoughts are that if they have been dumb enough to throw a clutch in there and drive it without any kind of expert setting it up, then it's likely that they haven't bothered to check the flywheel/bearing/seals etc either, so be prepared for a hefty bill. I sincerely hope this isn't the case and that it works out for you, but I'm afraid I've seen this exact scenario many many times and it usually winds up with a large bill that could have been avoided simply by paying someone who fixes these for a living to carry out the work...
    Good luck!

I believe after clutch replacement the PIS needs to be set using an SD2/3. However there is a procedure in the manual on setting the PIS through a series of starts. Something like start/shutdown 5 times but I can't remember exactly.

That procedure is for the '99 tcu. You shouldn't do this unless you know how the f1 system works AND have access to sd2/3 to bleed, reset clutch thickness and measure PIS. There is so much bad advice around now that states its perfectly fine to just throw a clutch in and drive is laughable. It is also a big part of the reason so many people complain about how short clutch life is. Cheaping-out on proper clutch instal/setup makes no financial sense...
