no not really...at least not completely free selectable in Germany the first letter always stands for the city/county, (like "B" for Berlin or "F" for Frankfurt, "M" for Munich) the middle (1 or 2) letters can be chosen - if available ...so for ex. "GT" would be your choice here and the last part of the plate are (up to 4 ) numbers - selectable if available in case you have a historic car (30+ years) you get up to 3 numbers and the "H" as a final letter so: M-GT-308H would be the best you can get for a 308 in Munich... (now,...erasing part of my plate in the above pic was completely in vain ...
