On all US spec Testarossas there is a black plastic on the rear bumper down by the exhaust pipes that is not there on European spec cars. How does it look if you take the plastic off? Also how are the US seat belts that is placed up with the side windows working?
Mine have been working OK since being replaced under the US NHTSA recall -- but don't know if F would do that on a US version TR not located in the US. However, I'm also careful to not engage the starter motor while the mice/mechanisms are in motion -- i.e. key "on", wait for mice and tensioners to complete their actions, then turn key to "start". Don't know if it really helps, but that system (even when working) just seems fragile...
You can find info and pictures on the rear us bumper with the search function. Under the rubber part there is a normal euro bumper, so you can remove the us part and get the euro look, but you'll have four holes from the original screws. The bumper must be removed, patched and painted.

I ran into this ebay thing, it shows the rear US bumper well and without the US black part. You can see behind how it's mounted and where the wholes are.
