    I am posting this in Other Off Topic.

    I have a question for those of you who own commercial property with elevators.

    Do you perform your own phase I & II (Fireman's Recall Operations)?

    I have a maintenance contract with Otis and they tell me I have to perform my own Phase I and II. But the State inspector say otherwise.

    Not sure who is right.

    The laws in CA have changed the last few years. Now, because the union wants complete control of the elevator business, you can't do anything to your own elevator unless you are certified by the state. Otis is wrong, the tests are performed by your service Co. The problem with Co's like that, is they want more money for the 15 mins the test takes. My Co, EMS Elevator does the tests as part of the normal monthly service. I am a nonunion Co, so the only way the unions can harass Co's like mine, is to have the state pass laws that favor the unions. Too bad you are not in SD, I would help you.
