No they are not. They are referring to a more focused operation of the SP department. More cars being turned out, and in addition to one-offs they will likely produce more limited edition cars.
Yes, more cars like SA Aperta. But also more one off SP projects like SP1, SP12, SP30, SP FFX etc. Don't know yet if SP America (the F12 based targa) will be one of these one off cars, or a limited production run. There is more than one SP project based on the F12 atm.

I guess it's easy to start losing count as pages pile up but this yellow is a repost from a week ago approx. So LaFerrari01 guy can keep track. Thanks for the effort, though!
There was a photo of the La Ferrari in the Wall Street Journal this morning (photo here: Image - TinyPic - Free Image Hosting, Photo Sharing & Video Hosting), surrounding by other fine automobiles such as the Chrysler Town & Country and Jeep Cherokee You'll notice in the photo caption that they mispelled Ferrari (as "Ferarri")!
I posted these in the local section, might as well drop them here too. This one came through O'Hare the other day. The company I work for had the task of uncrating it and holding it until the carrier came to get it. I assume it's the same one that turned up in Detroit yesterday. The car is stunning in person. i think yellow is even harder to photograph than the red, hence it always look the worst from photo.. but this one is an exception. but honestly, lose that black top already, it is quite sickening. a full yellow one with yellow mirrors would be lovely.
umm i guess to each of their own. i am in flavor of full color anyway. have we seen one in full yellow yet? part of the reason why i want to see it is to satisfy that curiosity.
i think this might be it. too bad i won't be able to make it.. but according to some knowledgeable one on here the car will just be a show car, wonder if this particular example is drivable.
