Is the emergency brake handle supposed to return to horizontal when engaged?
The dash light stays on until I pull it up and let it return again.
Seller informed me that is how they work on these models(355/1997).
    Is this true?

Yes, if there is nothing wrong and the lining is not worn out, you adjust the brakes at the drums to a fully locked position and then back off 3 turns of the adjuster wheel and finally adjust the cable in the LH wheel well so the handle only pulls up 3 clicks to a hard lock, they will hold reasonably well.

The Italian translation of that phrase is, "a little bit, as long as the slope does not exceed 2 degrees".

I pulled my brake handle and it works well but when I released it the light stayed on and I can't get it off. I know to release the brakes you have to re pull up and then press button and then place down. Am I doing something wrong. Also manual states that it is also used for the front brake wear.

Check if your e brake handle has slipped forward. If so slide it back and try again.

This happened while I was at my mech's shop, after some head scratching they finally pulled the dash pod and put it back in, light went away. Try it, might work.

There's a spring loaded button at the handle's hinge point that is prone to stick if your brakes are well out of adjustment, ie: the handle needs to be very high to engage them. This button controls the light. The handle should only go high enough to click 3 times for fully locked parking brakes. If its going much higher (twice that high) the button can stick leaving the light on. In time, it may correct itself or you can try to access it and pop it off. Perhaps add a little lubricant too. But it will likely do it again if your brakes are not adjusted properly.

Confused . If the handle doesn't remain locked upright,it is not broken but does
    need adjustment?
If it doesn't remain upright, is it still functionally engaged ?
